This PR fixes a critical container startup issue where the runner container fails to start due to the missing tini package. The tini init system is required because it's specified in the Dockerfile's ENTRYPOINT on line 24 but was not being installed.

Fixes #126. This was originally inside the Dockerfile, but i have no idea where it went. It's even in the git history, but not the blame.
