Updated `WebResources.csproj` to streamline npm build and clean targets. Modified `tsconfig.json` to extend from a new base configuration and set the output directory. Introduced `esbuild.config.mjs` for JavaScript bundling with watch support. Created `package.json` for dependency management and scripts. Added `tsconfig.base.json` for consistent TypeScript compiler options.

Added an implementation for WebResourceBundle and adjusted README to fit into the implementation.
Implementation originally made by @Aagaard00. I have just made some few very minor changes.
