Implement manual Redfish tagging mechanism for preview releases according to ADR-Redfish-Integration specifications.

This PR updates the release workflow to support manual Redfish preview releases alongside existing semantic-release workflows. Redfish releases are triggered by git tags matching v*-redfish.preview.*
