Purpose of that delay is to start wsdd2 after qemu.
wsdd2 has bug and as I wrote in #1242.
When I start wsdd2 it will properly identify network device id from dockerbridge as 3 and when qemu will start wsdd2 restart internally and detect dockerbridge as 4 and that is wrong network device id
So wsdd2 will run on wrong network id and windows don't show any computer on networs.
Samba is working fine you can manually map share disk.
