set log.txt path to user_dir
Set 0.1 xvg as minimum fee

Don't crash if no user_dir() doesn't exist try to make it instead. If we move to Python 3 we can exist_ok instead of try/catch.

Hello. I have a Electrum XVG desktop wallet on my windows computer with a few xvg in it. I haven´t used it since at least 1 year ago and now I wanted to move my coins from the wallet to my Iphone IOS wallet but the wallet is not connected. I´m not very good with tech and have not found any problem that will resolve my problem. I have written down the seed code to restore my wallet and even wanted to download a new windows wallet from Verge official site, but it only redirected my to Github and I could not download any wallet.
Could I use a new Iphone IOS wallet with the seed phrases from the Electrum wallet and access my coins?
Could you please advice what I can do, Thank you!
