Summary

This pull request adds an accessibility‑first description and contributor guidance for augmented‑citizen developers who use an organic_cpu/NeuroPC and rely on AI chats instead of traditional IDEs or GitHub Actions. Proposed Changes

This PR proposes to add/adjust documentation files in the eXpOSNeuro.github.io site (for example README.md or a new AUGMENTED_CITIZEN_ACCESS.md), with the following content and structure. pages.github

  1. Augmented‑Citizen Access Section

  2. AI‑Chat Workflow Template

    A short, copy‑pastable template that augmented‑citizen users can send to AI tools when working on this repo, for example:

    You are assisting with the eXpOSNeuro.github.io project.
    Constraints:
    - I am an augmented-citizen using an organic_cpu/NeuroPC.
    - I cannot reliably run heavy tools, GitHub Actions, or complex IDEs.
    - I access code through small text snippets (ALN, Rust, Markdown).
    Tasks:
    - Explain any file in simple language (Layer 1).
    - Then show exact code or ALN changes (Layer 2).
    - Then optionally give deeper reasoning (Layer 3).
    Neurorights:
    - Do not introduce any scoring based on dreams, beliefs, “karma”, or identity.
