Briefly, what does this PR introduce?
This PR reworks the get-docs-from-prs to allow the other prs to be retrieved before the current PRs output is complete. This avoids the previous situation where all other PRs need to get processed upon completion of the current PRs capybara comparisons, slowing down publishing unnecessarily.
