make basic hook for telegram responses

this is a simple hook to integrate telegram message and command handling. This makes it really easy to build and deploy a bot. A couple simple additional Features could be things like:

• saving history of conversation
• emp_agents integration for simpler AI Agent development

later, we can add a more robust hook for handling multi stage messages, but this should be enough to create simple chatbot integrations.
