Summary
This PR makes the Kartverket flyfoto map layer function with the new maxNativeZoom addon. Zoom levels where hardcoded before, now it is read from the config file.
Unit tests
Manual testing was done. You can see the zoom level in the SET_CENTER_AND_ZOOM action in the console log.
