Add Lighting for Quay

Summary

Adds lighting property to Quay facilities in the UI, allowing users to specify whether a quay is well lit, poorly lit, unlit, or has unknown lighting conditions.

Changes

• Added lighting dropdown to Facilities tab for Quays
• Added translations for lighting options in English, Norwegian, Swedish, Finnish and French
• Integrated with Tiamat GraphQL API to fetch and update lighting data
