This adds the changes from PR 73 and 74 from the Canadian Light Source to the release notes, and also a note on changing the number of cards in a system to be based on the Xspress 3X system (2 channels per card) instead of the legacy Xspress 3 system (8 channels per card).
Would it also be possible to get a 4.0.0 tag created and the archive hosted on https://millenia.cars.aps.anl.gov/software/xspress3/sources/, as for the last release? This is so that we can update build_xspress3.py to get this new release, as currently it pulls 3.2.8 which isn't compatible with Xspress 3X Mk2.
