Hello! This is a draft PR I talked about in #2, still very rough but at this point usable enough that I will be running this at my local instance for now or not, just discovered that this works in web interface but not in the mobile app I use

Transcoding is forced at the moment for tracks parsed from .cue files due to necessity of using ffmpeg to stream files with offset. Maybe something could be done on the "frontend" to correctly display/play untrimmed data

It's very late at my location, so I'm leaving it here and clocking out for today. This is very much a WIP still, but I think it will be productive to have it here already and maybe start discussing

Fixed playing tracks in an external app by more strictly forcing transcoding - for now
