This PR adds full Windows support for claude-code-docs.

Changes:

Added install-windows.ps1 - PowerShell installer for Windows
Added docs-helper.ps1 - PowerShell helper script for /docs command
Added README-WINDOWS.md - Windows-specific documentation

Tested on:

Windows 10/11
PowerShell 5.1 and PowerShell 7
Claude Code v1.0.81

How it works:

The Windows version uses PowerShell instead of Bash, maintaining the same functionality:

/docs - List topics
/docs - Read documentation
/docs -t - Check for updates
