Get rid of geojson with outline, use rendered features at map center to determine whether the center should snap to an area with data. Use all rendered features (or fall back to the initial center) to find a point to move the map center to.

This PR adds visual representation for areas without data in tree map on postcards by rendering them with a hatch pattern. This improves clarity by visually distinguishing between area with land use data and areas where data is unavailable.
