We update the network latencies amongst major countries from https://wondernetwork.com/pings
We also update the validation latencies for lighthouse and the batch verifier latencies based on readings from a hetzner machine which matches the specs in EIP7870.
We consider the p99, p95, p90, p75, p50 and p25 latencies of these machines and we use them according to the probabilities of their percentiles.
We also add a random sleep delay of 10-20ms when publishing to account for any publish latencies.
