This PR updates the platform_manager configuration to align with the revised hardware design for the DVT phase.
Motivation
Deleted the ina238 config from platform_manager.json since this device was removed in the DVT hardware revision.
This PR also added fboss_iob_i2c kmod to requiredKmodsToLoad which can avoid the conflict of creating i2c bus(Referencing PR#568)
Test Plan
Passed the config validation
Run platform_manager/sensor_service/fan_service/data_corral_service/weutil/fw_util on DVT device successfully. Used sensor_service_client to catch the snapshot of sensors.
