This PR is now blocked on rustc impl'ing this feature.
NB: Neither the RFC nor the MCP mention stropped ticked keywords ("raw keyword lifetimes"). Still, I've implemented them here. The RFC predates raw lifetimes, so it's obvious why it wasn't brought up back then.
