Increase version to 1.3.0

Suggest to upgrade the version to 1.3.0, taking account the recent developments.
Example as i understand this issue concerning hardcoded me is solved #35

i suggester upgrading to 1.3.0 because tag 1.2.0 already exists https://github.com/forefireAPI/firefront/releases/tag/v1.2
After the merge we can generate another tag v1.3.0

The github actions that tests the build is failing. However i'm 99% confident that is not the problem with the code on this PR (which is very simple) but the OS that is runnig the job on github actions

• the last job that runed successefuly https://github.com/forefireAPI/firefront/actions/runs/12269098598 was on the operating system Ubuntu 22.04.5
• this job that is failling is on the new operating system Ubuntu 24.04.1

great it worked with Ubuntu 22.04.5 !
however it's not building with Ubuntu 22.04.5
probably because of apt install libnetcdf-dev libnetcdf-cxx-legacy-dev libnetcdf-c++4-dev

As chatGPT helped me "package libnetcdf-cxx-legacy-dev is not available—likely because the new ubuntu-latest (now Ubuntu 24.04) no longer provides it."
