Note that to enable ARC-V features it's necessary to build GCC multilib configurations with zicsr extension. Caches are enabled for ARC-V targets, but dual issue and fusion only for RHX100. Signed-off-by: Yuriy Kolerov <ykolerov@synopsys.com>

zicsrextension. Caches are enabled for ARC-V targets, but dual issue and fusion only for RHX100.P.S. The second commit temporary disables dual issue and instruction fusion until all issues related to these features will be resolved. In future it could be just reverted.
