I've added cli-tool & support of some cgroups interface options more
cli-tool lets to start command in special cgroup, where eche cgroup name is composed of the three parameters:
--no-swap => swappless
--cpu => _cpu+Percents
--mem => mem+Mb
==> swapless_cpu100_mem50 - the name of the cgroup
