documentation and all_docs endpoint

thank you for your efforts bringing OWM back to life :)

I added an all_docs endpoint, as we used it on a "monitoring" page at weimarnetz.de

Furthermore I thought, adding some documentation could be a good idea.

Thanks! I have some deployment scripts here though that I'll commit at some point. Concerning the new endpoint, I'd not like to have some "give me all data" thing in api.openwifimap.net - it's certainly fine for individual communities, but that's not this repo. For Berlin, we have some code that downloads by region anyways.

I'll keep this PR open as reference.

BTW all docs should have the id attribute. Did you copy files from external sources manually?
