In the upstream OpenWrt-2020 theme the references to the theme "failsafe" have been removed. cherry-pick / backport this from openwrt/luci@4c64aed Signed-off-by: Sven Roederer <freifunk@it-solutions.geroedel.de>

This completes the rollup of commits to get in sync with the initial OpenWrt-2020 them (PR #42) by adding 2 commits only relevant for the LuCI-master branch.
