Replace DeterminateSystems/nix-installer-action with cachix/install-nix-action@v31 and DeterminateSystems/magic-nix-cache-action with nix-community/cache-nix-action@v6. This migration is necessary as DeterminateSystems announced they will stop supporting upstream Nix after January 1, 2026. Changes: - ci.yml: Update test-exec job with new actions - release.yml: Update build-linux and build-macos jobs - Add actions: write permission for cache management - Configure garbage collection limits (2G Linux, 3G macOS)
