This adds the "condrestart" subcommand, which is needed to restart the ganglia daemons in the rpm %postun scriptlet.

I took the --force-overwrite change from 13d1d67 to get travis build to pass. |
This is needed so overriding %__make works as expected.

I'm not super familar with the rpm dsl. Does this only restart if the service was already running? |

@cburroughs, yes the scriptlet uses condrestart, so the service is only restarted if it's already running. |

These a same changes for the release 3.6 branch as I've submitted in pull-request #168 for master.
