Revisited and improved the way we import target files and handle cell mapping. This will also potentially resolve USFM target import for one client. Also includes small update to USFM stuff.

Renewed the way we handle the import of target files and mapping especially verse mapping for USFM file to fix a problem for client from ticket #790
