This PR fixes an AttributeError: 'NoneType' object has no attribute 'get' in find_alert_rule_action_ui_component.

The error occurred because chained .get() calls returned None when a key (e.g., metric_alert) existed but its value was null. The fix explicitly defaults to an empty dictionary or list (or {} / or []) for each nested lookup, ensuring subsequent .get() calls operate on a valid object.

New unit tests cover both the null value scenario and a positive detection case.
