This PR attempts to allow triggers to run explicitly on just-digest changes.
Allowing for WUD to replace Watchtower completely in common setups using the Docker trigger and "digest" threshhold.
It also adds the, API, ability to set a semver threshhold but exclude digest updates within said threshhold explicitly.
While not exposed or documented yet, this should qualify as:
