Add lines to make tox output grouped in GitHub

Group the outputs so that they are easier to navigate.

I wanted to give this a quick go and I'm thoroughly happy with the results.
Here's a sample of the outputs:

I think that this may conflict with an upcoming update to globus/workflows, which will add the tox-gh plugin.

It will if we pursue that. I wasn't sure if we were still planning to add tox-gh -- I couldn't remember where our last conversation about it left off.

We can either add this and remove when we add tox-gh, or just close.

At any rate, I'm glad to have worked out how to do it, in case we have any trouble with the plugin.

I recommend closing in favor of a forthcoming bump to the shared workflow.
