Fix OSS builds with the following changes:

  1. Update bazel to 8.0 and use MODULE.bazel
  2. Bump dependency versions. Especially rigeli.
  3. Update array_record_module to use riegeli::Maker
  4. Remove riegeli::InitializerTargetT specialization in OSS.
  5. Use pip python rule to manage pip dependencies required by array_record_datasource.
