This allows compatibility with other projects that require later versions of the poison and mime libraries.

Also fixed a couple of tests that were not accounting for the "accept-encoding" header that Tesla sends.

This allows `google_gax` to coexist with projects that depend on newer versions
of these libraries.
Tesla now sends a default accept-encoding header, so the tests need to expect
it.
