Bump Rules JVM 6.10 & Pass Coursier Options

Changes

• RJE: 6.9 -> 6.10
• rules_java 7.6.1
• Introduced one macro call bazel_common_deps_init to host dependency initialization. As of now, it's used by rules_java's dependencies. We can't compress further e.g. move bazel_features and rules_java_dependencies to pre-existing macros. This macro later also will be used by rules_android deps in Bazel 8 migration
• Modify jetifier patch to works in RJE 6.10
• Passed coursier options as it's now supported by RJE.
