Added javadoc information to panel entry hover

• Extracts from attached javadoc
• Special display for @param and @return

Does not work for elements with annotations with ; or {}

Unit test running

Added commands and buttons to run unit tests for subsystems/commands

• Buttons on subsystems/commands in sidebar
• Commands to run tests for current file and all subsystems/commands

Added test generation

• Added test class generation to subsystem/command wizard
  • If installed, this will use FRCMocks
