Refactor audio listener setup and throttle chat relay cleanup to reduce high CPU usage.
The changes eliminate an infinite 50ms polling loop for audio listener setup, prevent duplicate audio event handlers across channel changes, and optimize chat relay cleanup frequency and execution conditions.
