What does this change?
This PR forcibly renders the L2A button on all App rendering targets if Bridget (native layer) is not available but we are still in "development" env.
We would also like to render an L2A button placeholder on all app renders in Preview mode.
Why?
Some apps-only conditionally rendered elements like the L2A button can cause issues on interactive articles.
We would like to see these elements in app renders by default both in dev environment and preview modes.
