⚖️ criminal law tab no DeckGL layer

Changes

• added an if statement in map.jsx to turn off deckGL layers when on the criminal laws tab by checking the tab variable from SidebarContainer
• Anooj was working on another layer; this shoudl be made compatible with his work
• have not ran this with yarn yet
