Show group names on judge live view

Description

• Create a group info store to get the group info (enabled and group names)
• Show group names on the live judging page if groups are enabled and names are defined
• Fix UI spacing to make title more clear
• Fix issue where deliberation check is calling incorrect API
• Fix issue where reloading the options page would cause no options to show (state reloading issue with React/Zustand)
