Move all operations that do not neccessarily need to be executed by `bluespice/wiki` into `bluespice/helper`. This is mainly used for generating secrets.

Do not read in `.wikienv` anymore, as `bluespice/helper` will convert all into "secrets files". See hallowelt/docker-bluespice-helper#4
