/etc/environment is not writeable for use bluespice.
What might help here is:

cat /app/.env  >>  /home/bluespice/.bashrc  #move them to usersBash
sed -i 's/^\([^=]\+\)/export \1/' /home/bluespice/.bashrc #add the export 

i would also not delete the sourcing only do this additional
