@kanongil wonder why tests are flakey.. reran some and they passed. Windows test generated different failures after rerun. |

This PR fixes npm test warnings and failures, updates dependencies, and revises the internal
Fsabstraction to use file handles instead offd.The test changes are almost all to use the updated
InertFsmethods.
