Flatten two-level-deep references to one level by inlining standing orders and damage control routing tables into SKILL.md and replacing generic admiralty-templates.md directives with direct template links. Delete the three index files. Fix description to third person, add argument-hint, add TOC to action-stations.md, update agent description, and rewrite check-references.sh to match the new structure.
