This PR contains work for a few separate tickets, all of which represent WCAG violations listed in the Fall 2025 VPAT.
None of these changes are major, and there isn't much to review code-wise. Gayathri already tested these fixes in all 4 browsers and have approved them all for dev review.
The download panel and share panel look like they had a bunch of changes, but most of those changes are formatting from my linter.
There's also a firebird PR that goes with this that implements an event listener for the download modal.
