🔒 Add rate limiting to contact form API

🎯 What: The contact form API (app/api/contact/route.ts) was missing rate limiting, allowing unrestricted POST requests.
⚠️ Risk: An attacker or bot could repeatedly submit the form, leading to spam emails and rapid exhaustion of the Formspree free tier quota (50 requests/month).
🛡️ Solution: Implemented a simple, in-memory rate limiter that restricts each IP address to a maximum of 5 requests per minute. If the limit is exceeded, the API responds with a 429 Too Many Requests status code before processing the request body.
