This prevents ROS package 404 errors caused by stale apt metadata while executing ./stretch_update_ros_workspace.sh:

Testing note:

I wasn’t able to reliably reproduce the original 404 error locally, as the affected ROS package versions are no longer present in the apt metadata.

It would be good to validate this fix the next time a similar transient ROS repo issue occurs.
