Add signature to file download message

useful for service pack updates and will be needed for all files on
“secure” mcus like 3220sf

@plasticchris what's the expected behavior? Which files need it, what happens if it's not there?

Right now only the service pack, but for the 3220sf, all files going into
the serial flash. Without it the download will fail.

Where will we get the file signatures?

For the service pack they come from ti, for our files I think we will
generate them.
