Change description

  • Prevent duplicate emails from being sent to Social Workers if the Citizen enters the same email address more than once.
  • Added a function to mask personal data in email addresses (used for logging invalid email addresses)
  • Also refactored ApplicationSubmittedNotificationTest a bit to reduce the amount of duplicated code.
