Update dependencies to latest versions as specified in Renovate dashboard

This PR addresses the dependency updates identified in the Renovate dependency dashboard by updating all outdated dependencies to their latest stable versions.

Changes Made

Frontend Dependencies:

• Updated html2pdf.js from v0.10.1 to v0.10.3 in docs/insights.html

GitHub Actions Dependencies:

• Updated actions/configure-pages from v4 to v5 in deploy-github-pages.yaml
• Updated actions/stale from v8.0.0 to v9 in housekeeping_aks_issuejson.yaml

Runtime Dependencies:

• Updated Node.js from v18 to v22 in fetch-dashboard-data.yaml
• Updated Python from v3.11 to v3.13 in 3 workflow files:
  • housekeeping_aks_issuejson.yaml
  • parsegithubissue-pr.yaml
  • parsegithubissue.yaml

Validation

• ✅ All modified YAML workflow files validated for correct syntax
• ✅ HTML file validated for proper structure
• ✅ Insights dashboard tested and confirmed working correctly after updates
• ✅ No breaking changes introduced

Notes

The stefanbuck/github-issue-parser update to v3.2.1 was intentionally excluded as it's marked as manually edited/blocked in the Renovate dashboard.

All dependencies have been updated to the exact versions suggested by Renovate, ensuring compatibility and security improvements.
