Change description

• Extended HouseholdCircumstances CCD domain and HouseholdCircumstancesService so share additional circumstances / exceptional hardship response map through to the household_circumstances table.
• Kept Flyway/migrations and defendant-response model aligned with written terms and respond-to-claim data
