Change description

• Implemented Your circumstances and Exceptional hardship steps: createFormStep config, custom .njk templates, and EN/CY locale files.
• Wired steps into flow.config and stepRegistry so navigation (next/back) matches the journey.
• Added draft persistence via beforeRedirect + buildCcdCaseForPossessionClaimResponse, mapping into defendantResponses.householdCircumstances.
• Added getInitialFormData so answers reload from CCD, using the same yes/no ↔ Yes/No/YES/NO mapping approach as other adults.
• Conditional textarea (required when “yes”), dot-notation subfield POST keys, and TypeScript fixes so CCD payloads satisfy YesNoValue.
