Add .machine_read/ directory with mandatory anchor files: - SPEC.hub.scm: satellite registry schema with golden-path commands - LLM_SUPERINTENDENT.scm: AI governance and scope arrest rules - ROADMAP.f0.scm: first-pass objectives and upgrade path Update justfile with golden-path commands: - `just smoke`: matrix test across all satellites - `just drift-lint`: check for description drift - `just submodule-check`: verify submodule integrity - `just submodule-init`: initialize all submodules Add hooks/drift-lint.sh for registry consistency checks. Implements anchor schema hyperpolymath.anchor/1 requirements.
