docs(readme): add Paper 2 venue badges + fix stale jfqa link#258

- Add Paper 2 (AIAI 2026 Accepted) and Paper 2 (JRFM Under Review) badges next to the existing Paper 1 badge - Promote Paper 1 badge color from arXiv-red to success-green now that it is published at IEEE BigData 2025 (rather than just on arXiv) - Fix Paper 2 Formats line: jfqa/ (abandoned) -> jrfm/ (active) - Bump Last Updated: March 2026 -> April 2026 Drive-by: fix pre-existing markdownlint blockers picked up by the hook (missing code-fence languages on two blocks, escaped |GEX| pipes in the regime classification table that were being miscounted as cells).
